The Accord of the Cove
The Accord of the Cove is the foundational set of laws and mutual agreements that governs the Pirate Fleet of the Crystal Archipelago. Drafted in the early years after the Ruin, the Accord was created to prevent the various independent pirate crews from destroying one another through constant infighting, allowing them instead to focus their efforts on defending the "Free Seas" from the encroachment of Kigum and Steamfort.
The Three Pillars
The Accord is built upon three primary tenets:
- Sanctuary of the Cove: Crystal Cove is neutral ground. No blood may be shed, and no ship may be attacked within its boundaries. Violators are declared "Blight-Crew" and are hunted by the entire fleet.
- Right of Choice: Every crew member has the right to leave their ship at any port without fear of retribution, provided their debts are settled.
- The Tithe of Defense: A portion of all prizes taken by member crews must be paid into the central treasury at The Drift Market to maintain the fleet's shared defenses and the Pirate Lords' council.
Governance
The Accord is interpreted and enforced by the Council of Pirate Lords. While each Lord is a powerful captain in their own right, the Accord limits their power, ensuring that even the lowliest deckhand has a degree of protection under the "Law of the Sea."
