Copper-Bound Cylinder.Melee Weapon Attack: +3 to hit, reach 5 ft., one target. Hit: 4 (1d6 + 1) bludgeoning damage plus 4 (1d8) poison damage.
Euphoric Spores (Recharge 5–6).Lady Elara releases a cloud of concentrated blue fungal spores in a 15-foot cone. Each creature in that area must make a DC 13 Constitution saving throw. On a failure, a creature takes 10 (3d6) poison damage and is Incapacitated until the end of its next turn as it falls into a hallucinogenic trance. On a success, the creature takes half as much damage and is not Incapacitated.
Diplomatic Plea.Lady Elara targets one creature she can see within 30 feet. If the target can hear her, it must succeed on a DC 13 Wisdom saving throw or be hindered by a sudden pang of guilt. Until the start of Elara's next turn, the target has disadvantage on the next attack roll it makes against her.

Lady Elara of Kigum

Lady Elara is the fading heartbeat of a dying city. As the de facto sovereign of Kigum, she operates from a damp, moss-choked solar where the salt air of the coast meets the suffocating sweetness of the blue fungal fog. Once a woman of vibrant political maneuvering, she has become a gaunt, hollow-eyed figure draped in heavy, mildewed silks. She is a diplomat by blood and a mourner by circumstance, spending her nights poring over ancient charts and her days pleading for a ceasefire with an enemy that does not speak her language.

Elara is the primary advocate for "The Great Accord"—a desperate peace treaty she hopes to strike with the encroaching goblin hive-mind. To the common folk, she is a saint trying to save their children from the blue rot; to the military, she is a naive fool dancing on the edge of a grave. She carries with her at all times a heavy, copper-bound cylinder containing the "Veins of the Earth," the only surviving map of Steamfort’s ancient geothermal ventilation system. She guards it with her life, believing it is the only leverage she has to bargain for Kigum’s survival, unaware that the air she breathes is already thick with the spores of betrayal.

Secret Motivation: Elara is not merely "exposed" to the spores; she has begun to welcome them. Haunted by the inevitable fall of Kigum, she has secretly started consuming a concentrated tea made from blue-green mycelium provided by her "trusted" advisors. She believes the resulting hallucinations are prophetic visions from a benevolent deity intended to guide her toward a peaceful merger of flesh and fungus. In her heart, she no longer wants to stop the Azure Awakening; she wants to be the bridge that leads her people into the "euphoric surrender" of Mycelia-Zul, mistakenly viewing the loss of individual autonomy as the ultimate cure for human suffering and war.

Adventure Hook: Lady Elara summons the players to the "Lichened Court" under a veil of extreme secrecy. She claims that her advisors—members of the Azure Spore Brotherhood whom she believes are loyalists—have identified a "Severed" goblin diplomat (a claim the players may later link to Fizig) who is willing to negotiate a truce. She hires the players to act as her personal guard for a midnight parley in the blue-choked marshes outside the city walls.

The "parley" is a setup orchestrated by her advisors to expose the players to high-density spore clouds and ensure Elara’s final "ascension." During the journey, the players must navigate Elara’s growing erraticism and protect the Steamfort map from "bandits" (actually Brotherhood assassins) who seek to destroy it and ensure the dwarves remain trapped in their hallucinogenic tomb.
