Traits

Ghost-Walk.The Phantom can move through other creatures and objects as if they were difficult terrain. They take 5 (1d10) force damage if they end their turn inside an object.
Evasion.When The Phantom is subjected to an effect that allows them to make a Dexterity saving throw to take only half damage, they instead take no damage if they succeed on the saving throw, and only half damage if they fail.
Silver Mask.The Phantom is immune to any effect that would sense their emotions or read their thoughts. They have advantage on saving throws against being charmed or frightened.

Actions

Multiattack.The Phantom makes three attacks with their Shadow Daggers.
Shadow Dagger.Melee or Ranged Weapon Attack: +10 to hit, reach 5 ft. or range 20/60 ft., one target. Hit: 7 (1d4 + 5) piercing damage plus 24 (7d6) psychic damage.
Silent Sentence (Recharge 5-6).The Phantom targets one creature they can see within 30 feet. The target must make a DC 18 Wisdom saving throw. On a failure, the target takes 55 (10d10) psychic damage and is stunned until the end of its next turn. On a success, it takes half damage and isn't stunned.

Identified only by a polished, expressionless silver mask and a cloak that seems to absorb all light, The Phantom's true identity is unknown even to the other members of the Shadow Council. Some believe the title has been passed down through a dozen different individuals over the centuries, while others whisper that The Phantom is a sentient illusion or an ancient, immortal thief bound by a magical contract. Regardless of the truth, the presence of The Phantom on a mission almost guarantees success. They are known for their meticulous planning, often spending months studying a target's schedule, security wards, and even the psychological weaknesses of the guards.

Beyond heists, The Phantom serves as the guild's ultimate arbiter. They are the one who executes the "Silent Sentence" upon those who betray the guild or violate its core rules. These executions are never simple murders; they are theatrical, public displays where the victim is found in an impossible location—such as the center of a locked vault or the top of the High Spire—as a grim warning to others.
