History

Located in the heavily populated, smog-choked Lower Wards of Kigum, the Sanctum of Dawn was originally constructed as a cathedral to Saint Aethelgard. Over the centuries, as the surrounding districts fell into poverty and crime, the Sanctum was fortified. When the Whispering Sickness first appeared, the Vanguard of Dawn—a militant order of paladins and clerics—commandeered the cathedral, turning it into a fortress, a hospital, and the last beacon of hope against the creeping psychic plague.

Key Features

  • The Incense Wards: The Sanctum is surrounded by heavy, brass braziers that constantly burn a rare, imported resin. This thick, sweet-smelling smoke acts as a magical dampener, completely blocking the psychic broadcast of the Whispering Lich. Inside the Sanctum is the only place in the Lower Wards where the infected are truly silent.
  • The Nave Infirmary: The main cathedral floor has been stripped of its pews and replaced with hundreds of cots. Here, healers work tirelessly to care for the "Whisper-Touched," keeping them sedated and restrained while scholars desperately search for a cure.
  • The War Room: Located in the reinforced bell tower, this is where the Vanguard's commanders plan their raids against the Obsidian Scale. Maps of Kigum are covered in pins tracking the spread of the plague.
  • The Dawn-Forge: A subterranean armory where holy weapons are blessed and armor is etched with protective runes to guard against mind control.

Hazards

  • Overcrowding and Desperation: The Sanctum is overflowing with terrified refugees. Riots frequently break out over rations, and the constant weeping and screaming of the uninfected takes a heavy toll on morale.
  • Infiltrators: The Obsidian Scale constantly attempts to breach the Sanctum. Cultists disguised as refugees or even Vanguard initiates are a persistent threat, attempting to sabotage the incense braziers or assassinate key healers.

Local Factions

  • The Vanguard of Dawn: Righteous, heavily armored, and increasingly desperate. They are allies to the players, but their absolute zero-tolerance policy toward the cult can lead to draconian measures, such as wanting to execute all infected rather than seeking a cure.
  • The Bleeding Hearts: A faction of rogue healers and citizens within the Sanctum who oppose the Vanguard's militaristic approach. They often hide infected family members in the crypts to protect them from the paladins' blades.
