Spectral Ink Spray.Ranged Spell Attack: +10 to hit, range 60 ft., one target. Hit: 21 (6d6) psychic damage. The target must succeed on a DC 18 Intelligence saving throw or be unable to take reactions until the start of its next turn.

Screaming Book (Recharge 6).The Librarian manifests a spectral book that screams. Each creature within 30 feet must make a DC 18 Wisdom saving throw, taking 31 (7d8) psychic damage on a failed save, or half as much on a successful one.

Title: Keeper of the Sunken Records
Role: A small, elderly man who lives in a shack built from stacks of rotting books and scrolls. He claims to be the last survivor of the "University of the Wastes," a legendary institution that was destroyed during the War of Sunder. He spends his days trying to restore and translate the ancient texts that scavengers bring him.

Secret Motivation: The Librarian is actually a "Ghost-Construct"—a magical projection of the University’s original head librarian. He is tied to a specific "Soul-Gem" buried beneath the lake. He is trying to guide the party to the gem so they can "reboot" the University’s ancient magical defenses and protect the town from the coming draconic war.

Adventure Hook: The Librarian shows the party a book that is "screaming." He tells them that the book contains the "True History of the First Brood" and that they must protect it from the Obsidian Scale agents who are currently hunting him.
