Traits

Fallen Divinity.The Watcher deals an extra 18 (4d8) radiant or necrotic damage (its choice) when it hits with a weapon attack.
Eye in the Sky.The Watcher has advantage on Wisdom (Perception) checks that rely on sight and cannot be surprised while on its observation platform.
Atoning Light.As a bonus action, the Watcher can shed bright light in a 30-foot radius and dim light for an additional 30 feet. Any creature that starts its turn in the bright light must succeed on a DC 18 Constitution saving throw or be blinded until the start of its next turn.

Actions

Multiattack.The Watcher makes two Light Beam attacks.
Light Beam.Ranged Spell Attack: +11 to hit, range 120 ft., one target. Hit: 27 (6d6 + 6) radiant damage.
Signal Flare (Recharge 5-6).The Watcher releases a blinding flare. Each creature within 60 feet must make a DC 18 Dexterity saving throw. On a failure, a creature takes 42 (12d6) radiant damage and is blinded for 1 minute. On a success, it takes half damage and isn't blinded.

The Watcher

Title: The Eye in the Sky
Role: The Watcher is a nameless being that resides in an ancient, hovering observation platform above the lake. No one has ever seen the Watcher in person, but they communicate via a series of "Loud-Speakers" and "Signal-Flares." The Watcher provides the town with early warnings of Wastes-storms and giant raiders.

Secret Motivation: The Watcher is a "Fallen Celestial"—a being of light that was corrupted by the Void during the War of Sunder. They are trying to "atone" for their failure by protecting the town. However, the Watcher is also "experimenting" with Void-energy, trying to create a "New Heaven" in the Wastes. They are currently looking for a "Pure Soul" to act as the foundation for their new world.

Adventure Hook: The Watcher’s platform starts "descending" toward the lake. The party must find a way to reach the platform and then decide whether to help the Watcher or stop them before they "consume" the town.
