The Political Structure of the Deep Hold

Dal-Dur is governed by a rigid hierarchy that blends hereditary monarchy with a meritocratic council of elder houses. This structure, known as the Deep Hold, has remained largely unchanged for over four centuries.

The High King: Thrain Ironfoot III

The current ruler of Dal-Dur is High King Thrain Ironfoot III. A veteran of the later Arcanum Wars, Thrain is a stoic and traditionalist leader who prioritizes the safety of the citadel above all else. He is known for his "Unmoving Decree," a set of laws that restrict the use of volatile Aether-tech within the city walls to prevent the corruption of the stone.

  • Residence: The Throne of Stone in the Hall of Kings.
  • Symbol: A silver anvil set against a deep blue field.

The Council of Elders

The High King does not rule alone. He is advised by the heads of the three Great Houses, who oversee the primary functions of the city.

1. House Deepdelve (The Master Delvers)

Led by Elder Borin Deepdelve, this house manages the extraction of resources. They are the primary architects of the Deep-Mines and hold the most economic power.

  • Focus: Mining, masonry, and resource distribution.

2. House Lorekeeper (The Chroniclers)

Led by High Archivist Helga Lorekeeper, this house preserves the history of the dwarves. They are the only ones permitted to enter the "Vault of Whispers," where ancient, pre-Wastes artifacts are kept.

  • Focus: History, law, and ancestral worship.

3. House Stoneguard (The Bulwark)

Led by General Korg Stoneguard, this house commands the military forces of Dal-Dur. They are responsible for the maintenance of the Southern Wards and the defense of the tunnel networks.

The Stone Law

The legal code of Dal-Dur is carved into the very walls of the Great Hall. It is based on the principle of "The Unyielding Foundation":

  1. The Stone Remembers: Crimes against the community are recorded in the Book of Grudges.
  2. The Depth Defines Us: No dwarf shall delve deeper than the High King permits.
  3. The Aether is a Storm: Unrefined Aether-tech is forbidden within the Inner Wards.

Current Tensions

While the structure is stable, the "Traditionalist Schism" (as noted in the city overview) is putting pressure on the Council. House Deepdelve is rumored to be split, with younger members looking toward Steamfort’s efficiency, while the Stoneguard remains fiercely loyal to the King’s anti-Aether stance.
