Intent-Parsing Neural Wards are the pinnacle of Kigum's defensive magic, used to protect the city's most sensitive areas, such as the High Spire and the deepest vaults of the Grand Arcane Bank. These wards are not physical barriers; instead, they are a network of invisible, telepathic sensors that scan the minds of everyone who enters their area of effect. The wards are designed to detect "Malevolent Intent"—aggression, deceit, or the desire to steal—and can trigger a variety of responses, from alerting the City Watch to instantly paralyzing the intruder.

While incredibly effective, the wards are not perfect. They can sometimes be fooled by high-level Mind Blank spells or by individuals who have been magically brainwashed to believe their actions are righteous. They also have a small but significant "False Positive" rate, sometimes targeting innocent people who are simply nervous or have a naturally aggressive personality. In Kigum, the presence of these wards is a constant reminder of the High Council's absolute control and their ability to monitor even the thoughts of their citizens.

Plot Hooks:

  • The Ward Malfunction: A series of neural wards in the Merchant's Wharf has begun to target everyone who enters, causing a city-wide panic. The party must find the source of the malfunction and shut it down.
  • The Intent-Scrubbing Potion: A master alchemist in The Shadows claims to have created a potion that can temporarily "scrub" a person's intent, allowing them to bypass the Bank's wards. He hires the party to test it.
  • The Wrongful Arrest: A member of the party is arrested by the City Watch after a neural ward incorrectly identifies them as a potential assassin. They must prove their innocence while in a high-security arcane prison.
