Identity: High-Ranking Vault Manager, Grand Arcane Bank Location: Kigum

Vaxas is a lean, sharp-featured human who moves with the precision of a clockwork automaton. As a top-tier vault manager at the Grand Arcane Bank, he is responsible for the security and inventory of the city's most sensitive magical and financial assets. He wears robes of deep sapphire silk embroidered with gold thread that seems to shimmer with its own light, reflecting his high status and the immense wealth he manages.

While publically a paragon of bureaucratic efficiency, Vaxas is a core member of the Obsidian Scale's Kigum cell. He has used his position to facilitate the storage of forbidden artifacts and the laundering of funds for the cult's global operations. He believes that the current economic stability enforced by Aurelius is a cage, and that the return of the First Brood will bring about a new, more chaotic and "pure" order where those with the vision to adapt will thrive.

Plot Hooks:

  • The Auditor's Suspicion: An honest auditor from the Bank suspects Vaxas of embezzling Aether-crystals and hires the party to conduct a surreptitious investigation into his private ledgers.
  • The Vault Breach: Vaxas deliberately "fails" a security check to allow a cult strike team into a secure vault. The party, who are in the bank on unrelated business, must stop the heist before the cult escapes with a world-threatening artifact.
  • The Gilded Invitation: Vaxas invites the party to a private viewing of a rare artifact, hoping to either recruit them or lead them into a deadly trap to eliminate them as potential threats to the cult.
