Sentient Aether-Nexus.The Deep-Voice is a collection of souls bound to the mountain. It can communicate with any creature within 120 feet that has a soul.
Vibrational Presence.Any creature that starts its turn within 30 feet of the Deep-Voice must succeed on a DC 19 Strength saving throw or be knocked prone by the mountain's vibrations.

Actions

Vibrational Strike. The Deep-Voice creates a focused vibration in a 60-foot line that is 5 feet wide. Each creature in that line must make a DC 19 Dexterity saving throw, taking 45 (10d8) thunder damage on a failed save, or half as much on a successful one.
Reveal Truth (Recharge 6).The Deep-Voice releases a wave of psychic energy. Each creature within 60 feet must make a DC 17 Wisdom saving throw. On a failure, the target takes 36 (8d8) psychic damage and is stunned for 1 minute as visions of the past and future flood its mind. The target can repeat the save at the end of each of its turns.

The Deep-Voice

Title: The Spirit of the Mountain
Role: The Deep-Voice is a mysterious entity that "speaks" through the vibrations of the mountain. Some believe it is the ghost of a long-dead High King, while others think it's an ancient dwarven construct that has become sentient. It only speaks to those who are "true of heart" or "desperate of soul."

Secret Motivation: The Deep-Voice is actually a "Sentient Aether-Nexus"—a collection of dwarven souls that were absorbed into the Anchor-Stones during their construction. It is trying to warn the dwarves that the stones are failing because they are being "siphoned" by someone inside the city. It needs a "Vessel" (a humanoid) to speak through more clearly so it can reveal the traitor's name.

Adventure Hook: One of the party members begins to "hear" the Deep-Voice in their dreams. It tells them to find a "Silver Key" hidden in the city’s oldest tomb, which will allow them to "unlock the truth."
