Title: Keeper of the Pirate Code
Role: Thalia is a human woman who is responsible for recording the decisions of the Council and ensuring that the "Pirate Code" is followed. she is a woman of immense knowledge and very little patience for those who break the rules. She is the closest thing the Cove has to a judge.

Secret Motivation: Thalia is a member of the "Disrupters." She has been subtly modifying the Pirate Code to include "clauses" that allow for more cooperation between the various pirate lords, hoping to eventually turn the Cove into a legitimate seafaring nation. She is also secretly recording the Council’s "illegal" activities, preparing to use the information as leverage to force them to support her plan.

Adventure Hook: Thalia’s "Black Book" is stolen by a rival pirate lord. She hires the party to "recover" the book and "neutralize" the thief before the Council can see the contents.
