On a failure, the creature takes 27 (6d8) necrotic damage and cannot cast spells until the end of Nox's next turn. On a success, the creature takes half damage and suffers no other effects.

Inquisitor Valerius Nox

Title: Hand of the High Council
Role: Valerius is a grim man who wears a mask of polished silver at all times. He is the head of the "Purge Squads," responsible for hunting down rogue mages and those who use forbidden magic. He is feared throughout the city, as his presence usually means someone is about to disappear into the Spire’s deepest dungeons.

Secret Motivation: Valerius is actually a "Scaleless"—a human who has been magically augmented with dragon blood. This gives him incredible power but is slowly turning him into a monster. He believes that the only way to save humanity from the coming draconic war is to "standardize" all mages, effectively turning them into mindless soldiers for the High Council. He sees himself as a martyr, sacrificing his humanity to save the world.

Adventure Hook: Valerius "recruits" the party to hunt down a group of elven refugees who are supposedly carrying a "plague." In reality, the refugees have discovered the truth about the Inquisitor’s transformation and are trying to bring the news to the Matriarch in Lemmion.
