The Shadows (Kigum)
Type: City District / Underworld Location: The foundations and subterranean levels of Kigum.
The Shadows, or the "Low Quarter," is the dark mirror of the High Spire. Built into the literal foundations of the city and extending into the ancient sewers and natural caverns beneath, it is a place of poverty, crime, and desperate hope. The architecture here is a chaotic jumble of repurposed stone, rusted iron, and wooden shanties. The air is damp and smells of decay and the magical runoff from the upper districts. This is the undisputed territory of the Gilded Hand and other criminal syndicates.
Despite its reputation, The Shadows is also a place of vibrant subterranean culture. It is home to many of the city's outcasts—rogue mages, disgraced nobles, and those who have fallen through the cracks of Kigum's rigid social structure. The "Mana-Sump," a series of pools where the city's magical waste collects, is a dangerous but lucrative source of "Wild Aether" for those desperate enough to harvest it. The "Blind Eye Tavern," hidden in a series of interconnected basements, is a neutral ground where deals are made and secrets are traded away from the prying eyes of the City Watch.
Plot Hooks:
- The Sump-Crawl: A rogue mage hires the party to descend into the deepest levels of the Mana-Sump to retrieve a specific, mutated crystal needed for a forbidden ritual.
- The Gilded Hand's Favor: The party needs information that only the thieves' guild possesses. To get it, they must perform a "job" for the guild: rescuing a member from a high-security City Watch prison.
- The Shadow Rebellion: A charismatic revolutionary is organizing the residents of The Shadows to rise up against the High Spire. The party must decide whether to support the rebellion or help the city guards maintain order.
